Emissions Reduction Credits

Red In accordance with Title 30 of the Texas Administrative Code 101.301, an owner or operator of a facility or area source may elect to generate emission reduction credits (ERCs) by reducing emissions beyond the level required by any local, state and federal regulations in areas designated as non-attainment. An ERC is a permanent reduction in VOC (volatile organic compound) or NOx (nitrogen oxide), expressed in tons per year, reviewed and certified by the TCEQ and represented with a numbered certificate.

Emission reduction credits are certified reductions at a facility in a non-attainment area that meet the following requirements:

• Reductions must be enforceable, permanent, quantifiable, real, and surplus;

• The certified reduction must be surplus at the time it is created, as well as when it is used;

• In order to become certified, the reduction must have occurred after the most recent year of emissions inventory used in the state implementation plan (SIP); and

• The facility's annual emissions prior to the reduction strategy must have been reported or represented in the emissions inventory used in the SIP.

Most importantly, as listed above, to be creditable as an ERC, the emission reduction must be real, quantifiable, permanent, enforceable and surplus at the time the credit is generated. The TAC pr0vides the following definitions:

Real reduction - A reduction in which actual emissions are reduced. The baseline emission rate must be the most stringent emission rate (via permit limit, MACT, RACT) applicable to the facility during the two year baseline period required.

Quantifiable - Baseline emissions and strategic emissions must be quantifiable using replicable methodologies and standard protocols.

Surplus - An emission reduction that is not otherwise required of a facility or mobile source by a state or federal law, regulation, or agreed order. Therefore, the strategic emissions level must be lower than what would be required by an applicable NSPS, NESHAP, MACT, RACT, ESAD or permit limit.

Permanent - Only those emission reductions which are ever-lasting and unchanging for the life of the facility may be certified as ERCs.

Enforceable - The facility must commit to permanently operating at the new strategic emissions level. Enforcement mechanisms differ depending on the authorization of the facility.

ERCs may be generated by the permanent shutdown of a facility, installation and operation of pollution control equipment or by a change in the manufacturing process that reduces emissions below the level required of the facility in specific non-attainment areas as follows: Houston-Galveston-Brazoria Non-Attainment Area, Dallas-Fort Worth Non-Attainment Area and Beaumont-Port Arthur Non-Attainment Area. Once generated and the approval certificate is received from the TCEQ, ERCs may be used by you or your transferee only in the same non-attainment area where they were created. They can be banked for up to 5 years and once applied to a facility, are good for the life of that facility.

TAC Chapter 30 also discusses the ability to trade ERC credits to other operators or owners that have facilities or area sources in need of these credits to meet permit limits or air quality guidelines. The market has seen these trades or 'sales' going for as high as $10,000 per ton in recent years. Rolls-Royce Secures Gas Deal

Contract includes six Trent and two RB211 gas turbines

DEC 31, 2008 - Rolls-Royce has won a contract from Gazkomplectimpex, a subsidiary of Gazprom, reportedly the world's largest gas company, to supply six Trent and two RB211 gas turbines driving Dresser-Rand centrifugal compressors for the new 1200 km Nord Stream gas pipeline from Russia to Europe. The gas turbines at the Portovaya gas compressor station will provide front-end gas boosting for the underwater section of the Nord Stream pipeline that will run beneath the Baltic Sea, from Portavaya Bay near Vyborg to the German coast near Greiswald.

The first compression packages are expected to be shipped in May 2010, with additional sets being delivered during that year.
